What do you know about the engine as far as an maint that has been done in the last year or so? Did the previous owner say any thing about how it ran or did you hear it run? Maybe might even do a compression test on the cylinders before trying to start it. The compression on each cylinder should be within 10 > 15% of each other.
I think I would at least start it up, or try to, and see what she sounds like. See what kind of temp the block runs at. You can do this in the drive way using flushing muffs. Remember, do not start it up unless you muffs or the engine is in the water, wether it be in a garbage can or in the water on the boat. Most times engines start very easy on muff cause there is no back pressure on the cylinders. If you have a large garbage can you put under it and fill it with water, that would be better. Remember to get the water well above the mating line of the lower unit and midsection so the pump is covered and will pump water.
If the temp seems ok, take it for a spin and see what it does through the throttle zone, from idle up to WOT. Should be a smooth transition from idle up to WOT.
Once you know what it does on the water or out, you can go from there to determine what needs done.
