New carburetor-ready out of the box?

I have new GM marine engine and getting new Holley 2300 carb (new carb from factory). The box/seller says the carbs are ready to run.

How true is that in anyone's experience? Should I still have the carb tuned once on the motor?

They might be ready to run, but you are going to have to set idle mixture and idle speed. There is no way they know what your compression and engine condition is, so that is why there are those adjustments.
