New Exhaust Shutter Valves Install ....problem

I bought new OEM mercruiser replacement shutter valves to replace the original shutter valves. This new valve is a superceded part number to the old one. While the new one installs easily, there is a lot of slack where the pivot pin of the shutter valve slides into the exhaust housing. The new valve had some rubber pieces (additional parts in sealed bag) that slid over the pin, but there is no way that this rubber piece was to be installed thru the exhaust housing pin hole.

What am I missing?

95 Wellcarft 7.4L Bravo 1 outdrive.

Part number would help. I'm gussing you are missing the plastic housing that halds the newer style shutters in place.

You are correct, I don't have this housing to hold the new shutters. Is this housing supposed to just slip into the exhaust and have an interference fit.? The current exhaust housing I.D. and the shutter valves O.D. have a pretty tight fit already without having this additional part to slip in.

Ayuh,... It drops into the pipe to the lip of the housing, 'n the boot holds it in-place...
