Their a lot of 10 HP limited lakes. Its human nature to change things, and from 10 to 15 hp is such a little change, You wont see much more top end speed. 2 to 3 MPH it will add a bit more low end push but not a huge amount but if your on a pontoon ever little bit helps.
I am on a 10 HP limited lake and they do some times come around write down serial numbers and look them. It did in fact happen last year on my lake. I don't remember right off hand how many got caught but it was 150 plus who ended up with 500.00 plus fine and 6 lost their boats.
