new motor/carb bogs @ 3k rpm but can push to 4k

New 2300 Holly carb bogs as I go through 3k but then after a second takes off. At first I thought was fuel shortage but goes to 4 k great after it gets past 3k. Carb was set up using VP service Manuel. It seems like it takes a second to either get vacuum or something. I have new gas, timing good.

Any thoughts?

Could be the accellerator pump is missadjusted or the the power valve is opening too late, low float level. When you say new carb, is it a carb specific to the engine or is it one of holleys universal marine carbs? It is a Marine carb?

sounds like a bad accellerator pump.

To answer your questions:
It is the exact replacement that came on the engine (marine 2300) so everything is new. I did verify that the power valve, accerlerator cam and jets were correct for the engine setup.

Since it seems like a lag caused by vacuum as it takes off after a brief moment, is it possible the chock is causing the power valve to open late?
