I am trying out a 1995 nitro 115 evenrude in the morning,I am not familiar with that motor..what is the starting procedure for that motor?where is the fast idle lever?? and choke?
Choke should be activated by pushing in on ignition key. Fast idle will be activated by pulling the shift lever out from the housing while you push the lever forward. At least by 1990 Nitro with a Johnny 175GT is setup. I don't imagine the controls changed much in 4 years.
Make sure the owner shows you the method he uses in a cold start because most all of those old Johnson Vees can be a little cranky when cold. Most of the ones I have run like to be really rich and about 1/3 throttle to cold start. Once you find how to cold start and it warms up they all seem to fire right up when warm.
