New rack steering system

I know I am getting annoying but I have another issue.

I got a dual cable rack steering system to replace my old single cable rotary system.

The hole in the dash is much larger than the 2.3" the new system calls for. I need to figure out how to "fill it" so I can mount the rack system. Has anyone ever had this issue?

I was thinking of cutting a "plug" and putting it in the hole fiberglassing over it, then mounting a piece of sheet metal on the back of it. I even thought about fiberglassing in the piece of metal. Do you guys think this would work?

Another thing that crossed my mind was mounting another block of wood on top of the existing hole. The only thing that I didnt think would be good is it would push the steering wheel out another 1/2" or 1", whichever piece of wood I use.

so what do you think I should do? fill the hole with a plug or mount another piece of wood ontop of it? what would be safest

It just has to be reasonably strong. Steering forces aren't a big deal, but it has to deal with you bouncing off the wheel when you spear a wake.

The rest is aesthetic.

If it were mine, I would probably do a right proper fiberglass repair on it, backer, feathered edges, stepped layers, the whole works.
