New regulator, now lower top end speed??

Hi guys.
Question. Does fitting a new regulator unit to a 60hp 4 stroke EFI engine reduce top end RPM and overall top end speed? Do the new regulator units have any rev limiting devices in them?

I had a new regulator fitted in January 2010 and now my top end speed and rpm are down. I've lost 7km/h and 400rpm from my top end. Before the new regulator i could rev out to 5800rpm and top speed was 50.5km/h. Since the fitting of a new regulator unit my top end speed is now 44km/h and top revs is 5400rpm. Would anyone have any ideas why this would be happening? Engine is not missing and no alarms. Rev range is smooth all the way till 5400 and the boat is on the plane at 44km/h.

Another question. If 5400rpm is now my top rpm with the current equipment, would it be possible to change the prop to allow the engine to again rev out to 5800rpm and again regain a top speed of around 50km/h? Any marine mechanics out there with some knowledge on this?
