New Throttle Control

I had recent replace the throttle control along with shift and throttle control. We adjusted and readjusted the shift cable however our problem still exist and that is. When we take it to up it goes to 3200 rpms and then it feels like someone push in the clutch and it revs up. Also don't know if this has any bearing on the situation but the speedometer does not work. I am wondering if there is a sensor connected to the speedometer and it senses zero mph and then it cuts out. Any Ideas.
