New to Boating out fitting tahoe 216 for the water

I just bought my first boat. A 2007 tahoe 216 w/ 260hp mercruiser. I was wondering what everyone considers the absolute have to have gear in a boat. My dads little fishing boat needs a complete garage to rebuild the motor at least once out on the water. I will be boating lakes in God's country. (yes that means Colorado). I am thinking life vests, flag for the poor tubers I will be dumping at various places in the water, Anchor ( I was looking at a coated 28lb navy anchor.. any thoughts?) first aid kit, maybe a small tool kit?

Everyone is different, here is what I carry:

1. verified good fire extinguisher
2. 1 life jacket per passenger, + 1 spare stashed in a compartment
3. 1. throwable flotation device
4. extra rope
5. tool kit
6. extra spark plugs
7. extra quart of oil (for my 2 stroke)
8. bright red towel, to flag someone down or to dry off with
9. one of the super loud "safety whistles"
10. small set of jumper cables
11. hand held GPS
12. map of the lakes I fish/boat
13. hand held spotlight with extra bulb
14. extra fuses
15. extra prop and a prop wrench for main motor
16. extra prop for trolling motor with extra prop nut
17. rain poncho
18. cell phone and charger
19. 2xAA flashlight (LED, no bulb to burn out)
20. Anchor
21. roll of paper towels
22. bug spray
23. extra set of bulbs for all lights on boat. (I fish at night alot)

Depending on the size of your boat and area you are in the minimum requirements by the DNR could vary
