New to me Mercury 25hp Throttle cable issue!

I just got a new to me Mercury 25hp which i believe to be a 25xd trying to located a serial number as well. The throttle cable that connects at the end of the tiller going under the hood feels very stiff and difficult to twist. Also frayed at the connection. Have taken the boat out motor seems to run good just very difficult to twist the throttle. Looking at replacing and found part number 43242. Mercury quicksilver cable assembly. Any tips to changing that out?

Made in Canada? If so, maxrules says it's a 1987.

If not, looks like 1986.

Has the throttle lock been tightened down by any chance?
not certain? This is a new and different setup so learning as i go lol. Cables appear to be loosing a little just working them. Motor been sitting for about a year. Starts and runs pretty good though.

On the tiller handle is the throttle lock. You have the front part that you grab to drive it. then there should be a white divider. Behind the white divider is the throttle lock tey loosening that piece.
