new to me powerhead won't turn over with fuel in cyclinder

1989 johnson 60hp , it's a new to me powerhead and when I went to put the motor together today it won't turn over.
The flywheel wont turn once there is fuel in the cyclinders. When i remove the plugs to blow out the cylinder the motor turns over fine , replace the plugs and it still turns fine. Now the trouble is when i prime the carbs and then go to turn it over the fly wheel can't do 1 revolution . why????

Also to add that there does seem to be a lot of fuel coming out the exhaust (i using muffs)

had the same problem with my 95 70hp
ended up being a bad vro that would pump gas directly into the crankcase through the pulse hose

No Vro.. but I will look at how i hooked up the fuel pump lines in case I have one the wrong way

Thanks BOB427 i had pump hooked up wrong.

I'm an idiot ......I know....
