New water pump, No drive or reverse

Hey guys I just replaced the water pump on my 1984 75 hp merc.
I put the control in forward before I removed the lower unit.Got every thing back together and now I have no drive or reverse.It looks like the main shaft is not going all the way up into the engine I say this because Before if I turn the perpeller I could turn the engine over now I get nothing.every thing is working on the lower unit I have change the gears from d to n to r with no problems.(by HAND)

O yes I do have book on this engine I still cant fix it.

OK, First check to see if the upper shift rod is popped up. Look under the bottom carb. If it is popped up, you may be able to push it back down to engage the lower shift rod.

If not, drop the lower unit and reassemble with control and gearcase set to neutral
