New water pump?

I have this later 60s 2stroke 6hp evinrude. No water is coming out of the upper exuast hole. I havnt ran the motor in months until today, and i don't remember if water is supposed to come out right there? I dont want to take it apart if I dont need too. I replaced the pump last yr. Look at the video. Thanks any help guys!

For starters, you need to put it deeper in the water. Use a garbage can or barrel.
