Nissan 115 hp running problem

First off, sorry i dont have alot of info on the boat. Had a buddy call me about looking at the problems and seeing if we could fix it. it is a mid to late 90's boat with a nissan 115 outboard. He said the launched it, got ready to take off and it had no power. at full throttle the rpm's climb, but the boat is only moving the speed at 1/4 throttle. I havent really looked at a boat (usually work on cars) but thought I would try to help out the best I could. My first thought would be to do a tune up (plugs and clean the carbs). I really appreciate any and all help.

Probably has a spun hub in the prop. If you mark the hub area with a line, then do a run, the line will probably have moved, showing the slippage. If so, buy a new prop.

So we got everything checked out that we thought may cause the problem. Nothing worked! What would cause the engine to run good up to 2700rpm, then just stop and misfire. It seems like the "computer" limits the engine to 2700. It will not go past it. Also when it is in gear, not only will it still be limited to 2700 rpm, but the hand throttle will start beeping one you hit 2700. I am stumped. Any ideas before we break down and take it to a shop.
