Nissan 5 hp 4 stroke, shift cam won't move

I removed the lower unit on my 4 stroke 5 hp nissan and replaced the impeller, put it back together, but now it will not shift out of reverse (that is the gear I left it in for the repair). The shift rod that goes into the gearbox seemed frozen, so I took the LU off again. The drive shaft turns the prop forward and back ok. The shift rod will move up and down, maybe an inch, but it has no effect on the drive shaft/propeller movement. Help!!

Of course I always advise doing a complete wp kit instead of just the impeller. Same labor, slight cost increase, and it pumps better and lasts longer.

The cam rod (in the LU) should be stiff to move, but you should feel the click as it goes in and out of gear. Odds are you did not get the coupler adjusted properly. In other words, if the LU is in R, you need the shifter in R and then tighten the coupler.
