Nitro hull damage?????

I just bought a 1984 20ft nitro, I redid the carpet and put a 175 evinrude on the back. Well while checking bearing on the axles i notice that its some patch work on the bottom about 5ft long by 9 in wide. Who ever patched it left in rough, well not flat, I planning on sanding it down flat and ???????? Thats where I need a little help. I did notice a spot in the floor that had foam in it and was covered. So how would and what would i use to sand it down, build up the low spots and finish????

Can you match the finish on the outside of the hull?

The foam can be shaved down with a rasp.

However, these repairs would make me suspicious and I would certainly want to inspect all of this very carefully. If the floor was foamed in over a gash in the hull, you should really check everything out thoroughly to make sure you aren't getting some leaking somewhere, and to make sure there isn't any rot elsewhere. Where the floor was foamed, was it to fill a spot where there is a hole in the deck?​
