No Choke Merc. 9.9

I have a 1995 Merc 9.9 4 Stroke Longshaft. it has a really hard time starting. There is no choke, and I have tried all the tricks, like priming the bulb, then pumping the throttle, but nothing works. The only thing that seems to work is pulling like crazy for about 30 minutes, letting it sit for 15 minutes, and then it starts up on the first or second pull. What's going on here? It's very frustrating and tiring!
