no "external" return spring therefore fast idle

I have had an issue with a fast idle. Looking closely at the carb, I found that there is a small hole in the throttle on the carb and one in the bracket about 3" away (actually multiple holes there). My problem is the throttle on the carb not returning all the way. If if push it by hand, it idles about 600-700 (this is on the trailer with muffs). When I use the shifter and return to neutral, it's like 1600. Way too high.

Should there be a spring there? If not, any ideas?
