No Idle

Here's the problem I cannot get this 115 inline 4 to idle tried for a few hours today. It will stay running when I choke the motor but as far as idle by itself it will not do it. I tried adjusting the idle air control but no dice. I rebuilt the carbs not too long ago. I was thinking it might have something to do with timing . I put it in gear today while I was trying to get it to idle just to see if it would idle went full open and no power did not even rev up. We checked the timing the other day, and it was spot on with the fly wheel but I'm not sure if it's getting the advance it needs to keep the motor running. I don't know this one has me puzzled. Any input will be most appreciated.

Carbs are NOT clean, idle passages are not passing enough fuel, the choke causes increased vacuum which pulls fuel through the mains. GOT TO get into those carbs again, pay particular attention to idle circuits, spray cleaner through them followed by air to be SURE that they are clear.
