no low idle

just purchased a 1988 stratos 256v with a evinrude 70 hp from a friend who never realy had it in the watter. but says it will run all out but not at a slow speed or idle. any suggestions would be great. sice there is ice on the lakes up in the up have plenty of time to figure this out.

First of all, what motor are we talking about? Model number?

When were the carbs last rebuilt?
I would start with a spark and compression test, the look into fuel delivery.

How was he running it full throttle if it was not on the water? I hope not on muffs. The motor will go into thermal runaway.
