No neutral while starting the motor/prop spins

I have a 1976 Merc 1150 115HP OB. I have recently rebuilt the carbs and fuel pump thank to the help on this website so I thank you all for your contributions.
While trying to tune the motor after the carb install i could start the motor tune the carbs all good. During this tune up stage while running the engine went into gear while in the tank and shot all the water out of the tank?
Now everytime I start the engine the prop spins clockwise. I have looked at the connection to the gear box and it looks like its moving freely. I have cycled through the forward/reverse and neutral gears and all the same result. Of course I cannot start the motor without it being in neutral yet the prop spins.
I did install a new impeller last year and have had no problems. In forward reverse and neutral the prop spins clockwise only and counterclockwise if I apply alot of pressure. Forward i can hear clicking evey now and then....

Sounds like the gearcase is always in forward. if you can see the upper shift shaft moving when you shift gears, either the lower shift shaft and upper are not in synch or the coupler is stripped.

Drop the gearcase and see if you can turn the shift shaft CCW until it clicks into neutral. Inspect the coupler on the upper shift shaft. If it is good, reinstall the gearcase in neutral.

I dropped the gear case and tried to turn the shift shaft until it clicks but no click it would move all the way ccw and than all the way cw. The prop will always spin one way with clicking and the other way would turn the drive shaft part.
Im guessing im in for taking apart the whole gear box at this point. I also noticed that my gear oil is a nice white color= great.

Before you take the gear box apart. Trying resetting your shift shaft and motor. make sure gear box and control is in forward....theres a few tutorials on how to do this somewhere on here....maybe it was just set improperly or somehow popped out?
