no pee from motor till hot

Is it normal for no water to flow prior to thermostats opening ???? I am new to larger outboards. i have a 2001 mercury 150 saltwater . it does not run hot . 15 psi at idle water pressure . however it does not pee until thermostats open . my smaller outboards would pee as soon as started . is this normal? could it be the poppet valve ? the poppet valve makes a whining noise when the water hose is attached to the static motor flush outlet . when water hose is attached to the flush at first it would not pee and then when the poppet valve quit making the whine noise it would pee with the hose attached to the port at the rear of the engine next to the pee hole.

Your little motors had no thermostat, if they did there would be a delay for the tell tail water.
