no power from ecm to fuel pump when key is turned on

i have a 1996 four winns with a ford 5.0l. My problem is when i go to start the boat i get no power at the green and yellow power wire to the fuel pumps. I traced the wire back to the engine ecm and have no power.When i put power to the wire the pumps run and the engine runs fine. This is the first time i have started the boat in two years and it ran fine then. thanks
