No power in foward gear. 1963 Starflite 75hp

Hey guys. Got a question for you. Problem is it has now power in gear in water. When i rev in neutral it sounds nice and good but when i put into gear its like it becomes a 10hp engine, goes super slow and no power. I think it's the carb, i might decarb first see if it helps, then probably rebuild. Any ideas? here is some more info.

1963 Evinrude starflight 75hp attached to a arizona traveler 17', it has new ignition coil (msd blaster2) gives a good spark, new sparpk plugs gapped right, new spark plug wires, ballast resistor replaced 1.35 ohm, fuel filter, new timing belt, new break points and condenser.

So there is a good spark, so i believe it's not that. The fuel does get sucked in.
I think i will buy a carb rebuld kit and rebuild the carb. I was also planning to decarb it, should i do this after the rebuild or before, or is it not needed after proper rebuild and clean.

Check spark in all cylinders first just to make sure all are firing. The engine may sound ok in neutral and drop a cylinder in gear! Post results. BTW< a compression check would also be helpful to us. Good luck and post your results!

Spark is good in all 4 cylinders, atleast when in neutral, i don't think the spark changes when it goes into gear right? I haven't been able to redo compression check(had problems last time), will try to do tomorrow.
