It could be caused by a lot of things and you do not indicate the size or year of your motor, but the below troubleshooting guide for a 150hp may help anyways. Use of a voltmeter/ohmeter to systematically test for voltage/continuity/ground at the appropriate places. This should help you find the problem quickly. A shop manual for your particular motor containing a wiring diagram and starter troubleshooting guide would be even more helpful.
