A little slim on details.

Is it hard to start?
How does it idle?
Does the warm up or throttle only increase RPM?
Are the carbs opening as the throttle is advanced?
Have you checked spark on all cylinders?
Have you checked compression?
Is the gas old or fresh?

Starts hard. Once warmed up idles fine. Yes to warm up throttle. Fresh gas. Throttle does advance all the way forward. Haven’t taken the carb cover off yet to check if carbs are opening. If I manually throttle up on carbs, engine goes to high rpms. But then I start to see a little smoke coming from a two brown wire conection. Let off on the throttle no smoke.

Before you do anything else, better look into that smoke issue.

The two brown wires go from the timer base to the power pack. One pair per bank. Smoke from there could be a smoked power pack on that side. Sure, you may have no spark on that side too.

Oh, and opening the carbs without advancing the timing is not a good idea, neither is revving the motor in neutral.

Check your spark and your compression.
