No Pressure to Fuel Pump- '77 evinrude 50

1973 evinrude 50 hp. outboard was running fine expect in full throttle where it would go in and out. Pulled the carbs and took intake manifold off too inspect reeds as advised. Everything looked good, reassembled with new gaskets and now the outboard won't run for more than 30 seconds without pumping the primer bulb.

Bought new fuel pump, all new lines. Same thing. What would cause no pressure from the engine to the fuel pump to pump the gas, and what would fix this?

On a side note as well- after running in tank for just two minutes there are already globs of black oil on the surface of the water, running 40:1 ratio. I don't know if this has any correlation. But I would think this is just normal 2-stroke oil leftover
