No spark at coil 1978 1400 mercury

Good evening all. I've searched a little and found a few articles to help help me along the way with my no soark/start issue, but I can't seem to find what the voltage is for the signal wire to the coil. I'm not getting any spark from the coil wire. I've tested the "black box" control pack on the front of the cowl. The red and white wires on the stbd side have 12 volts constant and red has 10 volts turning over over. I've jumped the brown and white(?) Wires leading the the dist and have a ground on the black jumped to k.m.g and am getting no spark from coil. When testing the green wire to coil on the pack I'm getting at most .65 VDC. That period isn't a typo. Is that a bad control pack? Or should I test elsewhere? Thanks everyone.

Isn't the trigger in the dist? Wouldn't the dist need to be connected to the box for that to be in the eqaution with the diag process I described?

I don't know what k.m.g is but...you jumper brown and white on box together and tap a ground to black and coil should fire...

just in case you don't know, there is no voltage to the coil, when it is not firing. The switchbox will pulse the coil to fire the spark plugs.
