No spark on mt 40 evinrude

im wondering what year my 40 is. The serial # is 022011. the motor has new coils,icieaned the points and set them at .020 but still no spark. The motor has its wiring harness and ignition,im turning the ignition with a screw driver the motor turns over but im wondering if this is why i have no spark,and if so how can i disable the wiring and just turn it over getting my spark from the magnito.

sorry the model # is40elc71g i beleave its a 71.I also just noticed that the key has turned in its slot about an eighth of an in. Its still in the slot but offset. would this cause the problem of no spark. Im going to get a key any way but is this likely the problem.

The key has to be in the on position even if it won't activate the starter.

thr keyway on the crankcase is the one that turned an eighth of an in.
