No spark on one of two cylinders

I'm working on a 1983 Evinrude 9.9. I noticed a severe loss of power and a touchy idle so I checked for spark. The bottom cylinder has great spark, strong and blue, but the top cylinder has no spark. I switched the plugs and still the same response, so the plugs look good.
The next step was to replace the coil. With the new coil it still has no spark. At this point I am thinking the power pack could be causing the problem, but I have never heard of one failing this way. Any thoughts?

Or am I just confirming my insanity and overlooking something simple?

Power packs can definitely faill in this manner-one cylinder good, the other bad.

Does anyone have a reccomendation on where to get this power pack at a fair price?
