1996 evinrude 9.9 high thrust 4 stroke electric start serial no. G038 will not start has no spark. Any way to test prior to replacing parts i.e. power pack

hello<br /> not without a service manual. but one of the main failures was the stop switch. you may try dissconnecting it and retesting.
