No start 1979 70 hp Evinrude.

unloaded boat and put in neutral warm up lever raised, pushed in key and choke solenoid activated, fired up then stalled. Turned key again and nothing. Loaded came home and jumped starter nothing, Replaced starter and solenoid. top terminal to starter, positive to lower terminal, ground wire to top small screw, other wires to bottom, fully charged battery, disconnected neutral safety switch and kill switch, still nothing. cables are good. Changed control box and red plug lead to another outfit, still nothing. Help please.

How did you jump the starter? Or did you jump the battery.

Sounds like a blown fuse maybe but you might have a fried wire.

Back on your engine harness you will see a black rubber boot. Inside is the fuse.
