No Start 40 hp

working on a 2000 model year johnson 40 hp. Turns over but will not start. Has spark, took a fuel sample and found aprox. 50% of sample to be water. Drained and flushed tank. Put new 92 ocatane fuel in and cleaned carbs. When taking apart the carbs I found the emulsion tube bent to one side on both the carbs. Is that normal? Never seen that before....... When I put everything back togeather it will turn over but not run. Any ideas? Thanks

The VRO mixes the gas and oil in the pump then sends it to the carbs right? Not sure if fuel is getting through the VRO, has anyone ever heard of this problem?
