no start 60hp (2002) MERC

while running engine for fogging, the starter engaged while eng was running I immediately shut down, by switching off batt switch (which i found out later thats a no no). I tried to re-start but no good. I traced a prblm to the engines 20amp fuse. which had blown due to a bad grd wire within the throttle box., which I think is what caused the starter to engage. I rprd this, tried to re-start but the engine only turned over. I proceeded to test electrical components according to merc rpr manual, all seem to test out OK. This eng is equipd with Capacitor Discharge Modules (CDM) and not a switchbox. Is it possible that the CDMs have bellied up as a result of switching off batt rather than with key???? Anybody have any other ideas as to where to go next. I will certainly appreciate any help or suggestions you can offer. Thanks:

Do you have spark on all cylinders?
Is this motor EFI by some chance?

Anyone of the CDMs shorted could cause the weak spark unplug them one at atime on recheck for spark. If any of them being unplugged causes the others to have normal spark it is probably shorted
