No start and no tilt

I have a 1976 omc slick craft, I bought it last year as a project. I have been rewireing the boat after some one butchered it. I finally got ready to test start the engine. I went to tilt the out drive and it dosnt do anything. I removed the tilt motor and it works fine out of the drive. So I thought I would just bump the engine, it won't do anything but melt the battery post. I can rotate the engine by hand though. So I wondered is there something in the drive that could be causing the problem? Any thoughts or ideas. I will mention I am a mechanic on heavy equipment for a living. But before I remove the engine or the out drive I wanted to ask. Thank you and sorry for the long post

If the drive is up get a pty bar and try to turn the engine by trying to turn the ball gear coupler between the out drive and transom. There is a fuse that looks like brown glob that has 2 wires protruding that may be the no tilt problem. Be sure the 2 solenoids connected to the tilt circuit are live.

Well I tried what Kenny said, the coupler dosnt move at all, I'm thinking what ever is bad is in the drive

It's an electric shift right? I would take the 15 minutes and yank the drive.

Pull the upper off the lower and see if it turns free. The upper gear case on a Stringer is always spinning if the engine is going. If it's jammed up - it'll hold up the whole engine. You can turn your engine without the drive to make sure it's turning.

If the drive isn't going up, but the tilt motor is workin - what I would do is remove the quadrant gear from the drive, and support the out drive (or take it off) and then try the motor. Watch the gear that meets the quadrant gear and make sure it spins. It's possible your clutch pack is a mess, but my experience with them has been that they're pretty easy to keep going.

Thank you all for the replies, I did find out what is wrong and wanted to let you know. For the no start, I pulled the upper and lower unit off the intermediate and then pulled the ball coupler shaft out, the engine still won't rotate so I am going to pull the engine. The problem with the tilt, I pulled the clutch cover and it was full of water and everything seems to be stuck, I am hoping I can rebuild it. Thank you again

The clutch pack housing usually always gets water in it and the shaft seal never seemed to keep it sealed. To service the clutch pack you need to get a short length of pipe that is larger than the area around the snap ring with a "window" cut out for access with the snap ring pliers.. If you have a press you need to compress the pack to release the snap ring to take the pack apart and clean the plates then soak in motor oil. Be sure that when you re stack the plates they are aligned so that they will fit back in the housing, when pressing the pack down make sure the snap ring is "rounded" face down and flat side up.
