No start/won't turn over

Well i went and got a starter from the junkyard, Known working from hooking it to a battery. Well i put it on the boat and i get nothing out of it supply power to the starter via jumper cables and still nothing out the starter, the engine is not locked i can turn it over by use of a socket. The starter is known working i seen it working not even 20mins before. I keep having people tell me the old Ford starters are hard to get working right when you get one from a junk yard and to check grounding. but heck as for grounding its bolted to the block/bell housing and the -Neg battery cable from the battery is bolted to the bell housing one bolt above the starter???? Anyone have any ideas?

I am a little confused on what you are saying. When you talk about jumper cables, are you hooking them to the battery or directly to the starter? When you say you get nothing out of the starter.... Does it click? Get a volt meter and check to see if you have good voltage at the starter. There has to be an open somewhere if the starter worked at the junk yard.. Or you do not have it hooked up right.

Took the two starters apart and found the reason both would not work while on the boat...

Well i took it off and checked it out and as it seems when power is put to the starter that arm shown in the photo below is not being pulled down and making contact with the contacts below it letting the starter turn....
