No Stering Please Help

I have a 1989 suzuki 115 hp the stering wheel on the boat does not move the motor right or left . The stering wheel moves but the motor does not.

Broken cable or the outer sheath became disconnected from the steering rack. fred

or the cable stuck in the steering tube and someone forced the helm and broke it.
