Just overhauled Evinrude 115 v4 1994. The carbs were done also. When running (poorly) I can remove the plug wires from the top cylinders and there is little defference in the rpm. Removing the bottom wires will kill lt. I have very good compression. Removing the plugs shows they are ALL very wet. A check of the spark with the plug attached to the wire shows a good spark. Should I proceed with an ignition issue, or a carb issue?
