No trim/tilt

1990 Seaswirl Sable Cuddy w/5.8L Cobra Stern-Drive. New hydraulic lines, and power tries to lift outdrive, but it will not go up unassisted and will lower to fully down when ram supports are off. No fluid leaks on any of the components, lines, pump etc. System was bleed 3 weeks ago and topped off with fluid. Any help would be appreciated. (Not electrical)

I'm curious, how do you know the problem is not electrical?
If the drive is able to go up with assistance and moves easily to full up and full down by hand with the rams disconnected, you may have bad valves in the pump, but you can just as easily have a weak pump motor, bad wiring, dirty, loose, or corroded plug connections.
Everything has to be checked, start with the easiest ones first.

Outdrive started by going down halfway when off ram supports. Now it goes all the way down when off ram supports. Yesterday it went from full down using the the motor halfway up and could not lift anymore without lifting it with my hands. Today, from full down, tried to lift it using the motor and only came up about an inch. I had to lift it with my hands while the up button was used to get it up and install the supports.

Sounds to me like you need a new trim pump or t/p motor. If it sounds like the trim pump motor is really laboring, or it's slowing down as it lifts, and speeds up as you lift the drive by hand, then you may be able to just replace the trim pump motor.
