no trim under power

my '99' 21' (merc 3.0) Will not trim out while under power, it will trim in and hold but will not trim out when going over 2600 rpm"s. Every thing works fine at the dock trim in trim out trailer. Replaced relief valves in trim pump,no change. I'm not losing any fluid, trim motor will run it just stops trimming out. If I back off the throttle while on plane and take the load off I can get it to trim out.
Any help will be grately appreciated

Sounds like the hoses on the trim pump are hooked to the wrong sides. One side is a higher pressure than the other. Bet you find some wiring backwards someplace also
