No water coming out of water pump indicator hole

I hooked up the muffs on my 2006 Mercury 50 HP Big Foot 4 stroke and not getting water coming out the pee hole, water pump indicator hole. Could it be plugged or might it be the impeller ?

could be either.

you are replacing the impeller every few years, correct?

check to see if the tell-tale is plugged.
