No water cooling.

Hello fellow Force owners. I receintly bought a used Maxum boat with a 1994 (70hp) Force motor. Everything on the motor works great except that there is no water coming from the telltail while the motor is running. While investigating this issue, I have had people say that the thermostat needs to be changed, the telltail is just clogged or that the water pump needs to be replaced. Obviously, I don't want to tear the motor apart if I don't have to. But if I do have to replace the water pump, should I just replace the impeller or get the whole rebuild kit? I'm new at outboard maintence but pretty mechanically inclined. What if any are some other tests that I can do to narrow down this problem? Any thoughts?

A new impeller is one of the first things an owner of a used boat should do. Cheap insurance and piece of mind. My bet is on the impeller.
