O.K. guys here is my problem. Have a 86 Force 125 rebuilt the powerhead over the winter. Replaced impeller and housing. With earmuffs on lower unit motor runs great but when i try it with a test tank it will not pump any water. I am filling the tank to the top of the lower unit. I will assume that it stays cool with ear muffs on because of the pressure of the hose. Any ideas of where to go with this know. Is there a chance the new impeller is bad or could it be something else. Water does come out of the pee-hole with the muffs on, so blockage is unlikely.

Revertmastic,I would check the impeller on water pump! key in keyway might be gone!

second that view -- sounds like the impeller might not be spinning with the shaft. Also, you might check the waterpump assembly. Make sure the wear plate is on correctly, for example, and that the housing around the impeller is sealed tight. If incoming water escapes under the wearplate or out of the housing, the pump will not work properly or will not work at all.

An also check the thermostat. As a MOF, remove it briefly to allow the rubber chunks from the old impeller to be flushed-out. Then replace it (the engine does need it to regulate block temps).
