I have replaced the impeller and can't get any water to flow when submerged in a 40 gallon tank. I have taken out the impeller and removed the cover to try and force water from the inlet on the drive. I bought a set of muffs but I can't get them to seal well. I need tight fitting muffs to try and force water to the pump. Any ideas are welcome.

The raw water pump may be the problem. The impeller can pump the water but if the raw water pump is bad, it doesn't flow through the engine.
Some smart folks will be along to help you out.
Good luck.

Look at the drive, and the hose connector where the cooling water intake hose hooks to the drive. Those connectors corrode from the inside out and causes air leaks, which stops water flow.

I already replaced the oring below the hose fitting and the hoses are all tight.

You could try to pressure test the system from the pump back, to try to find a leak where the system could be sucking air.

If that gasket/oring you changed previously isn't installed correctly the system will suck air. You installed it with the oring part facing down, correct?

We must be talking about something different. There isn't an oring under the hose fitting, it's a rubber gasket. I'm referring to items 28 and 29. in the picture below.

My gasket actually looks like a gasket with an oring attached. The leak that I have found is actually on the under side of the fork. Could that be caused by a worn bushing? # 11 in your diagram.

Yes it could...I would recheck the gasket under the water intake however, and make sure it's installed correctly. I've found the oring part of those gaskets like to pop out when installing, at least that's my own experience. I found I could reach my finger into the fitting and feel the oring/gasket portion out of place. That was with the outdrive removed however. I'm not sure you could get a hand in there with the outdrive installed. When I felt the gasket out of place I simply loosened the bolts and pushed the gasket in place from inside the fitting and tightened the fitting.

Replacing part #11, requires pulling the outdrive, pulling the upper and lower housings and disassembling the intermediate. It can be done by a DIYer, but is a fair amount of work. Ask me how I know....
