no water out peehole

my 9.9hp honda motor would not pump water out of the peehole. i put a new impeller in the lower unit ,i blew out all the old impeller pieces, blew air down the peehole and everthing looked ok. i still do not have any water pumping out. any ideas to help?

Check impeller piping connection to engine out of match, shaft key missing, improper impeller rotation ? or still have impeller pieces blocking proper water circulation through the system.
