no wide open throttle

I have a 95 Murcury 60hp, we had a carb that was clogged. The mechanic cleaned it and reinstalled, the motor is running smooth and on all 3 but is just not getting the full throttle, it is like it just almost gets there but stops just short. carbs are wide open.

Did he adjust the float levels?

Also, a needle valve could be stuck. Open the bowl drains on each carb to make sure they're each getting gas.
