Non-electical but tilts up, then won't come down

The tilt/trim motor runs, but the motor will not come down from full up position, unless I open the manual bleed screw a few turns, and let it come down an inch or two; then the tilt works okay. I don't know if I have air in the system, but the full up positon causes me to have to bleed manually to get the "down" tilt to take over.

Fix?

I forgot to mention it's a 1988 Mariner 135 V-6 motor, with a three-ram/3-wire trim/tilt unit.
