Not allowed in outboardbooks.com

I was directed to look for a manulal at outboardbooks.com. When I tried to go there I got a message that said I was rejected based on my computer ID. What's up with that and how can I get arround it. Any help would be appreciated.

That kinda message generally means their host computer can't read your computer's ID number...its IP number. Confused yet? It's kinda like static on the old phone lines. Can't recognize so it doesn't let you connect.
