Not enough throttle cable throw

I have a 1974 johnson 70 hp--I attached a generic set of Johnson/evinrude/omc controls- work OK except I can't seem to get the engine to really rev up--now that I think about, have not checked to make sure it can rev up- but sounds like it should have more-- also boat is no going up on plane and 70hp shold be enought (1hp per 25lbs means 1750lbs- boat is plywood 17ft maybe 800-1000lbs empty 2 guuys and motor/equip, puts us right at the bubble, but still, can't get there.
